Jean's "By the Sea" Opening in Durham
The new neighborhood eatery will likely open in early 2026.
DURHAM, NC — Jean's "By the Sea," a neighborhood fish shack concept from owner Kate Elia, is transforming a former hot dog stand at 617 Hicks St, Durham, NC 27705 into a casual seafood-focused restaurant targeting an early 2026 opening, Elia told Business Debut.
What to Expect
The small footprint has been reworked to add an indoor dining room with seating for about 30 guests. The design is inspired by the quintessential beach house feel, with wood elements and a cozy, informal feel. Guests will walk through the dining room, order at a counter, and then have the option to move out to a large patio and adjacent lawn on a neighboring lot.
Service will be counter-style with an emphasis on quick, approachable service at lunch and a relaxed hangout atmosphere in the evenings. Elia expects a mix of nearby workers stopping in for a fast midday meal and neighborhood families, grad students, and young professionals using the space as a casual gathering spot.
“We definitely want it to feel approachable, casual and familiar, with a touch of playful,” Elia told Business Debut.

Menu and Vision
Jean’s "By the Sea" will focus on oysters as a core draw. The menu will include seasonal small plates that shift with the weather, such as chowder in colder months and ceviche in warmer seasons. Classic sandwiches and Calabash-style fried seafood baskets are planned as everyday staples.
The team is also planning rotating specials that lean into the playful side of the concept, such as seasonal tostadas or smoked fish. A dedicated kids’ selection is a priority as well, Elia said.
Elia's background includes more than two decades in the wine industry, and she plans to serve cocktails, beer and wine. Her aim, she reported is "creating community through food, wine and beverage," she told Business Debut. "I don’t think there is a better vehicle than a restaurant for that."
